romney and ryan both want it down at 20%. so there's a clear difference, and they all agree on where it should go. what gets interesting is as you dig into the detail of what gets cut, and you'll see some very, i think, fascinating differences among these guys. so on social security, as you heard president obama say in the last debate, the three guys are actually in the same place. they want to spend the same amount on social security in the next ten years. when you get to medicare, romney and ryan are in the same place, but romney actually a as you also heard him say, wants to repeal the $716 billion. it's actually $900 billion of cuts. he would spend more on medicare than ryan or obama. and then you have obamacare. >> let me ask you really quickly. if anybody has heard, let me know. has mitt romney said what he wants to do with the $716 billion? >> essentially it would be used to get his spending down to that 20% level because you're going to see in a minute, he has a bunch of other places he wants to spend money. >> spend

laid out a plan, the ryan/romney plan. not just a contrast in style but in substance. >> so what's the next debate look like, ed, as you guys prepare for the second presidential debate? >> well, it's a town hall format, as you know. it allows for an opportunity to hear from real people and their concerns. they have a lot of legitimate concerns and we're looking forward to continuing this momentum that we got out of the first debate and that paul ryan and his big win over sitting vice president. i can't recall a time when the challenger for the vice president to the vice president bested the vice president in the debate and when you look at a poll, most people saw in paul ryan someone who had a command of the facts, a clear and positive agenda for the future and someone who is very serious about the issues, the serious issues that we face as a country. we're going to continue to highlight those big choice differences before the american people. >> ed gillespie, thank you very much for being on the show. we'll talk to you so

and as you said, joe biden will sell barack obama, but paul ryan has to sell mitt romney. you can't really sell paul ryan, right? so he has to -- it's going to be interesting to see how well he does that. i think we agree that joe biden will do his job, will go in and will explain all those crucial moments of the obama presidency and how things worked out and what a great guy he is. >> so joe biden, i agree will do his job. joe, do you think that paul ryan will be allowed to do his job? because i think the problem has been that from the moment he was chosen, they then were hiding his signature elements. >> well, paul ryan's not the president. and i think mitt romney said it clearly, i'm the president, paul ryan -- >> so he won't be allowed to do his job? >> no more than somebody you hire as a production assistant is going to tell you what to say on the air. >> well, i will say, he sounds really almost -- he chose his youth when he said mitt romney is the president, and therefore i believe. >> who is he? why was he chosen? because he has incredible, brave ideas. >> hold on.

ryan that won't walk away from a whole host of policy decisions in the middle of the debate. >> understanding, though, the president has to sort of go after mitt romney and engage and fight with him a little bit on the debate stage. is that something you all are bringing to the table? >> well, look, i don't want to give away everything. obviously, we want a nice crowd for the debate. i think each candidate has to be very much on their toes. what i mean by na is president obama and vice president biden, for watching mitt romney and paul reasyan do as they've done throughout this campaign, which is walk away from what they talked about days earlier. we got a great example yesterday. mitt romney goes to "the des moines register" board saying there's nothing in his agenda to restrict a woman's right to choose, which we know after having said in debates he's happy to sign a legislation that ended all abortions. we understand there's a mitt romney you see pop up in public, particularly right now, and there's a mitt romney that believes a series of things that directly contradict what he says curren

and the whole obama campaign now against romney and ryan is that the numbers on the republican side don't add up. so i think there's going to be pressure on ryan to explain the numbers or at least the obama folks are going to try and pressure ryan to explain the numbers. so these things usually don't matter. it's the undercard. but this time i think there could be a little more importance. >> i think you're exactly right. biden's actually a very good debater. he was very good during the democratic debates in '08. he beat barack obama every time. he is good in the debates, but boy, he can't afford to have an off night, can he? >> no. >> i mean, you talk about feeding into a narrative. i actually think paul ryan can break even and he'll be fine, but joe biden can't have an off night. >> joe, imagine the panic -- imagine the panic on the democratic side if biden does have one of those gaffes and, you know, the one night -- the denver sort of story becomes a week-long story. it would be horrific for democrats. >> yeah, it would. >> i don't understand why we're even raising this issue. >> why
